According to reports out of top Chinese mainstream news outlets, the RAND Corporation recently presented a shocking proposal to the Pentagon in which it lobbied for a war to be started with a major foreign power in an attempt to stimulate the American economy and prevent a recession.

A fierce debate has now ensued in China about who that foreign power may be, with China itself as well as Russia and even Japan suspected to be the targets of aggression.

The reports cite French media news sources as having uncovered the proposal, in which RAND suggested that the $700 billion dollars that has been earmarked to bailout Wall Street and failing banks instead be used to finance a new war which would in turn re-invigorate the flagging stock markets.

The RAND Corporation is a notoriously powerful NGO with deep ties to the U.S. military-industrial complex as well as interlocking connections with the Ford, Rockefeller, and Carnegie foundations.

Current directors of RAND include Frank Charles Carlucci III, former Defense Secretary and Deputy Director of the CIA, Ronald L. Olson, Council on Foreign Relations luminary and former Secretary of Labor, and Carl Bildt, top Bilderberg member and former Swedish Prime Minister.

Carlucci was chairman of the Carlyle Group from 1989-2005 and oversaw gargantuan profits the defense contractor made in the aftermath of 9/11 following the invasion of Afghanistan. The Carlyle Group has also received investment money from the Bin Laden family.

Malnourishment in the womb causes genetic changes that can still be seen when people reach middle and old age, according to new research that shows how strongly environmental influences can interact with the human genome to shape health.

A study of children born during the Dutch “Hunger Winter”, a famine that struck at the end of the Second World War, has found that some still bear its lasting genetic legacy more than six decades on.

The results offer some of the best evidence yet for the importance of epigenetics, a process by which environmental factors can change the way genes are switched on and off in the body.

Epigenetics suggests that the genome can “remember” certain influences to which it is exposed, particularly early in life, which cause modifications to DNA that in turn alter the way it operates. On occasion, these changes may even be passed on from one generation to the next.

They came as slaves; vast human cargo transported on tall British ships bound for the Americas. They were shipped by the hundreds of thousands and included men, women, and even the youngest of children.

Whenever they rebelled or even disobeyed an order, they were punished in the harshest ways. Slave owners would hang their human property by their hands and set their hands or feet on fire as one form of punishment. They were burned alive and had their heads placed on pikes in the marketplace as a warning to other captives.

We don’t really need to go through all of the gory details, do we? After all, we know all too well the atrocities of the African slave trade.

But, are we talking about African slavery?

Goldman Sachs is on course to pay its top City bankers multimillion-pound bonuses - despite asking the U.S. government for an emergency bail-out.

The struggling Wall Street bank has set aside £7billion for salaries and 2008 year-end bonuses, it emerged yesterday.

Each of the firm’s 443 partners is on course to pocket an average Christmas bonus of more than £3million.

The size of the pay pool comfortably dwarfs the £6.1billion lifeline which the U.S. government is throwing to Goldman as part of its £430billion bail-out.

As Washington pours money into the bank, the cash will immediately be channelled to Goldman’s already well-heeled employees.

‘SECONDARY school pupils are having their “every step traced” under a new monitoring system which sees a microchip embedded in their school uniform.
Currently ten pupils at Hungerhill School in Edenthorpe are having their movements monitored by radio technology, but its Doncaster makers hope the system could soon be attached to every school uniform in the country, if the pilot scheme proves successful.

Under the Radio Frequency Identification (RFID) surveillance system the Hungerhill pupils have a memory microchip discreetly embedded onto their school badge which produces a radio signal. It means the pupils can be identified the moment that they step into a classroom. Its inventor, Trevor Darnborough, says the technology has many advantages including; offering accurate and speedy registration of pupils, ensuring child security, providing visual confirmation of attendance to help cover teachers and easy data input for the school’s behavioural and reporting system.

But the system, which is believed to be the first of its kind in the country, has been slammed by civil liberty campaigners who believe radio surveillance should only be used on criminals and not on schoolchildren.

David Clouter, a parent who founded the “Leave them kids alone” organisation to oppose the fingerprinting of children in school, said: “To put this in a school badge is complete and utter surveillance of the children. Tagging is what we do to criminals we let out of prison early. With pupils being fingerprinted and now this it seems we are treating children in a way that we have traditionally treated criminals. It’s the first time I’ve ever heard of this happening and I think it’s appalling. I’m not sure how it will support personalised learning to track a pupil. You need to know the pupils individually and develop a relationship with them to find out what their needs really are rather than simply chipping them.”

Mr Darnborough, who runs Darnbro Ltd, said his product is currently the subject of a patent application but after a “successful trial” at Hungerhill is now ready to have a crack at the £300 million school clothing market.

He said: “The Department for Education and Skills is keen to promote use of electronic registration in schools because of its benefits in efficiently monitoring pupils’ attendance and the speedy retrieval and analysis of data. The system saves valuable lesson time, often wasted in registration and monitoring, while ensuring parents of their children’s security. And there’s the additional benefit of reduced costs in replacing school uniforms that have gone astray.

“We believe the system will work equally well in corporate and commercial scenarios and we’re now seeking backing to help us attack a huge potential market, including the £300m annual school clothing spend.”

Darnbro state that their product can “trace a pupil’s every step during the school day” and that the system can be set up to limit access to doors for certain people at certain times, including shutting the main doors of a school to pupils during classtime.

They stated that schools in the Doncaster area have expressed a keen interest in the product as the government wants to introduce a fully computerised registration system with internet access for parents by 2008.

Hungerhill headteacher Graham Wakeling said: “The school is trialling the project and a
variety of tests to measure compatibility with a range of school information management systems are being carried out.

The system is not intrusive to the pupil in the slightest. The benefits are that it provides immediate registration of the pupil as they enter the classroom. This supports staff as they are getting to know pupils.

It also links the pupil directly to the curriculum they are following and specifically to their assessment data. All the information it provides is already stored on the school information management system. The advantage is that it provides immediate access.”

He added that the pilot was started in February of this year and all the parents of children involved in the scheme were supportive of it.

Hungerhill chair of governors, Moira Bates, said she was unaware of the project and was not prepared to comment until she had had a meeting at the school.’

At the European Summit this week, EU leaders agreed to press ahead with the controversial EU Climate Action and Renewable Energy Package, which sets a 20% target for overall emissions reduction by 2020, and - crucially - includes binding targets for 20% of energy to be sourced from renewables and for 10% of transport fuels to come from biofuels.

New research from Open Europe estimates that the cost of the package as a whole will be more than 73 billion euro per year by 2020 for the EU 25, and £9bn per year for the UK. This is the equivalent of £150 per person per year, or £600 for a family of four per year in the UK, and has the potential to push one million extra people into fuel poverty in Britain alone.

Importantly, the study concludes that the EU plan is an unnecessarily costly way of reducing carbon emissions. One of the main problems with the package is the highly prescriptive targets for renewables and biofuels, which will channel money towards very expensive and inefficient means of reducing CO2 emissions, imposing unnecessary burdens on people struggling through already tough economic conditions.

The political agreement to finalise the package within the next two months was marred by deep divisions over the plan, with scepticism rising amongst some member states over the implications of the proposals in the context of looming recession in Europe. Italian Prime Minister Silvio Berlusconi told the Summit: “Our businesses are in absolutely no position at the moment to absorb the costs of the regulations that have been proposed.” Italian Industry Minister Claudio Scajola confirmed the immense costs of the package, estimating that it would cost his country 181 billion euros between 2011 and 2020. President Sarkozy of France said: “[Mr Berlusconi] made some good points, saying they have a problem with off-shoring jobs already. And he’s quite right.” However, Sarkozy emphasised his determination to push the package through before the French Presidency ends, at the end of the year, stating that: “we are not going to do what we normally do, which is hand off the whole thing to the next presidency. We are not going to do that.”

‘An alleged Holocaust denier has won his fight against extradition to Germany.
Dr Gerald Toben, 64, is accused of publishing anti-Semitic material on his website.
The Australian academic is wanted in Germany to stand trial for posting the alleged items between 2000 and 2004.
The German authorities claim they are ‘of an anti-Semitic and/or revisionist nature’.
In the European Arrest Warrant issued in October 2004, he is accused of approving of or playing down the murder of the Jews by the Nazis.
But District Judge Daphne Wickham ruled the warrant invalid today at the City of Westminster Magistrates’ Court in London, saying it contained inadequate detail about the offences.
It neither states the name of the website nor where the propaganda is said to have been published from - only referring to the ‘world-wide internet’.
After discharging Toben, Judge Wickham granted him bail pending an appeal after imposing strict conditions which include a £100,000 security.
Other conditions include residence at an approved address, written confirmation from the Australian High Commission of which passports he holds, and not to access the internet.
He is also banned from giving press interviews.
Judge Wickham added that she had not been required to decide at this stage whether the alleged crimes were valid extradition offences.

‘Smokers could be completely banned from fostering children under controversial proposals branded health ‘fascism’ by opponents.

Redbridge in East London is believed to the first council in the country to consider a total ban on foster carers who smoke, no matter how old the child they want to look after.

It says the tough rules are needed to protect children from the effect of passive smoking, and to stop them taking up the habit from carers who they see as their role models.

But last night smokers have attacked the nanny state measure, saying it was unfair and being put forward by ‘health fascists’.

And fostering organisations said they did not believe occasional smokers should be banned, at a time when there is a national shortage of 10,000 foster carers.’

Israeli media reported this week that the Israeli Embassy in London and Buckingham Palace are close to an agreement on having Queen Elizabeth confer honorary knighthood on Israeli President Shimon Peres when he visits the UK next month.

The appointment would make Peres a Knight Commander in the Order of St. Michael and St. George, a title usually reserved for British colonial affairs officials, foreign-service officers and high-ranking diplomats in Commonwealth countries. ‘

‘Police are carrying out a mass DNA screening in the hope of solving the murder of a teenage girl exactly 25 years ago.

Trainee hairdresser Colette Aram, 16, was raped and strangled as she walked to her boyfriend’s house.

The death led to a huge manhunt and the case was the first to be featured on BBC’s Crimewatch in 1983, but her killer has never been caught.

However, new techniques mean that police have since been able to obtain a DNA profile of the person responsible.

A dedicated team of officers has begun following up the fresh evidence in an operation codenamed Odyssey.

DNA swabs have already been taken from more than 800 past and present residents of the village of Keyworth in Nottinghamshire, where the attack took place.’

Gordon Brown’s claims for the £4.5billion ID cards project have been disputed by one of the Government’s own electronic security experts.

The Prime Minister and Home Secretary Jacqui Smith have repeatedly said that ID cards will help thwart terror attacks.

Mr Brown said a national ID card scheme could ‘disrupt terrorists’ while Miss Smith has claimed ID cards will be a ‘robust defence’ against terrorists using false identities.

But Harvey Mattinson, a senior consultant at the IT security arm of GCHQ, the Government’s listening station, said the claims were ‘absolute bunkum’.

Mr Mattinson, who works for CESG - formerly the Communications-
Electronics Security Group - said their usefulness would be primarily sharing information between government departments.
